Duties include:Shape and influence regional and national innovation strategyProvide expert clinical leadership to our Board and programmesBuild trusted relationships with senior NHS, academic and industry leadersChampion the adoption and spread of evidence-based innovationSupport development of new technologies from concept to implementationLead and develop clinical colleagues within HIOTVRepresent HIOTV in high-profile regional and national forumsAbout us HIOTV is part of a national network driving the spread of innovation across the NHS. You will join a collaborative, purpose-driven team delivering real impact while contributing to national NHS priorities and the UK life sciences sector. HIOTV operates across Berkshire, Buckinghamshire and Oxfordshire and is part of a national network supporting NHS transformation and economic growth through life sciences. The post-holder will be seconded from an NHS provider which will be responsible for clinical revalidation.Job responsibilities The Chief Medical Officer will join the HIOTV senior management team which includes the Chief Executive Officer, four Programme Directors, Finance manager, Head of Communications and Head of Corporate Affairs and People.They will hold a seat on the HIOTV Board and bring clinical expertise to the Board and Executive team. They will work in collaboration with the Programme Directors to inform and influence our work and build strategic relationships with clinical stakeholders at a local, regional and national level.The Chief Medical Officer will provide clinical leadership and oversight to all aspects of HIOTVs work. They will work with partner clinical teams to understand needs and advise the Board and HIOTV Programme Directors on optimising delivery of their work.The Chief Medical Officer will be responsible for:Providing authoritative, evidence-based advice to the executive team and HIOTV Board on clinical issues to inform both its strategy and its day-to-day operations. The post holder is therefore required to hold current registration with the GMC and it is desirable to still be practicing some sessions in clinical practice to maintain clinical insight and credibility.In collaboration with the senior management team ensuring the delivery of HIOTVs targets and aspirations to accelerate the rate, and increase the scale at which new technologies and developments move into practice.Working closely with our NHS commissioners in the HIOTV area being a principal source of contact and liaison with the medical leaders within these structures to understand system needs and advise on programme development and delivery.Supporting the CEO build effective relationships and joint working with research structures across the footprint e.g. NIHR Biomedical Research Centres, MedTech and In Vitro Diagnostics IC, Clinical Research Network and Applied Research Collaboration to ensure effective collaboration and an emerging pipeline of research and innovation into practice.Supporting the CEO and Programme Directors in the delivery of the HINs economic agenda, particularly in identifying the clinical potential of emerging innovations and technologies which may benefit from the various forms of support and development which the HIOTV provides.Working with the HIOTV team and with partners to create the conditions in which innovation becomes the norm.Undertaking team leadership and line management responsibilities for clinical leads employed by HIOTV including recruitment, appraisal, and support for development.Supporting the CEO maintain communication and effective liaison with other Health Innovation Networks.Representing the HIN and its partners in regional and national forums.Working closely with the Programme Directors and the Head of Communications to ensure the rapid and widespread communication of innovation opportunities, industrial initiatives, and sources of funding.QualificationsCurrent registration with GMCEvidence of continued professional development and postgraduate studyExperienceExperience of working at a senior level in a complex organisationExperience of working with a wide range of organisations across organisational boundaries.Experience of working with senior NHS clinical and managerial staff, and clinical academics and senior leaders in the healthcare industries.Experience of analysing data and producing reports, recommendations and publications to support senior level decision making.Experience of involvement in complex processes of change and development at organisational level, and/or leading complex change processes at sub organisational level.Experience of involvement, at a significant level, in the development of innovation.Understanding of the implications of working in a complex landscape, involving health, academic, industrial and regulatory bodies.Understanding of the national innovation landscape and strategy.A demonstrable track record of strategic clinical leadership at regional level.Evidence of having provided regional or cross-organisational leadership in motivating groups with varied interests towards a common purpose.Ability to develop and implement plans with specific goals and deliverables.Ability to set and monitor clear and credible goals and targets for teams and individuals.Ability to lead by example and inspire others.Board executive (or equivalent) or very senior level experience in an NHS, academic or other public sector organisation.Experience in high level working across sectors including academia, and industry.Experience of involvement in national innovation structures and initiatives.Experience of leading large scale programmes to introduce new technologies and innovations.KnowledgeBroad knowledge of clinical practice and clinical pathways in the NHS healthcare systemKnowledge of health priorities and pressuresKnowledge of healthcare technology and life sciences industry and support/networking structuresUnderstanding of knowledge management environment locally, regionally and nationallyGovernment policy on life sciences industrial strategyPatient and public involvement and engagementExperience of working with ICBs and NHS England and the CQCSkillsA strong leader and team player in a senior teamExcellent verbal, written and communication skillsGood business planning skills and financially literateAbility to understand complex data, to analyse and summarise these data and draw conclusions, identifying and managing risksFamiliarity and understanding of NHS and University cultures, organisations and processesExcellent organisational and time management skills with ability to prioritise own work - a self-starterAptitude and otherAbility to establish strong networks and to work collaborativelyHigh level of confidentiality and integrityAbility to identify opportunities and influence stakeholders to resources and exploit the opportunityProactive mindset with strong sense of responsibility and ownership.
