Our aim is to focus and operate first in air, and the resultant product and systems would map rapidly across to other sectors, including directly to land and marine transportationRole SummaryReporting directly to the Executive leadership team, the Programme Director, supported by their project management team, will be accountable for the end-to-end delivery of a high-value, strategically critical programme with multiple national and international stakeholders. They will provide leadership, governance, and coordination across a portfolio of projects to ensure delivery against scope, budget, schedule, and quality targets. Acting as the primary point of accountability, the Programme Director will balance strategic vision with operational execution, ensuring the programme delivers measurable outcomes and long-term impact.Key Responsibilities / TasksStrategic Leadership: Define programme vision, objectives, and roadmap aligned to organisational strategyGovernance & Oversight: Establish and run governance structures, ensuring transparency, effective decision-making, and compliance with regulatory requirementsStakeholder Management: Engage, influence, and manage relationships with a diverse group of stakeholders (government agencies, international partners, vendors, regulators, communities)Financial Management: Oversee multi-million-pound budgets, ensuring financial controls, forecasting accuracy, and value for moneyRisk & Issue Management: Identify, monitor, and mitigate risks; resolve escalated issues swiftly to protect programme deliveryDelivery Management: Coordinate multiple interdependent projects, ensuring milestones, dependencies, and resources are effectively managedReporting & Assurance: Provide accurate reporting to senior executives, boards, and sponsors, demonstrating progress, challenges, and benefits realisationTeam Leadership: Build, mentor, and motivate cross-functional programme teams (project managers, business analysts, technical leads)Change & Benefits Realisation: Ensure programme outcomes are embedded within the organisation and benefits are tracked and deliveredKey Performance Indicators (KPIs)Delivery of programme milestones to agreed time, cost, and quality tolerances.Stakeholder satisfaction and alignment (measured via feedback, engagement, and participation)Budget adherence with variances managed within approved tolerancesAchievement of agreed programme benefits and outcomes (quantified where possible)Effectiveness of risk and issue management (e.g. number of risks escalating outside tolerance)Team performance and retention, including staff engagement scoresQuality and timeliness of reporting and governance compliancePerson SpecificationSkills & ExperienceProven track record of managing complex, high-value, multi-stakeholder programmes (national and international) with a minimum of 10 years of professional experienceStrong leadership and influencing skills with ability to manage upwards, sideways, and downwardsDeep understanding of programme/project management methodologies (e.g., MSP, PRINCE2, PMI, Agile at scale)Demonstrable financial and commercial management expertise for multi-million budgetsExcellent communication, negotiation, and diplomacy skills with senior stakeholdersExperience with international consortiums, cross-cultural teams, and/or intergovernmental programmesStrong problem-solving skills with ability to anticipate challenges and drive resolutionExperience of managing engineering teams which utilise concurrent engineering, fast fail and continuous improvement processExperience in managing regulatory and compliance requirements across jurisdictions.Strong technical understanding in one or more of the following areas: connectedtechnology (e.g. automotive, future air mobility including drones, aerospace), cybersecurity or telecommunicationsEducated to degree level in relevant field plus other professional certifications (e.g., MSP, PMP, PgMP)Personal AttributesStrategic thinker with a pragmatic, delivery-focused mindsetHigh resilience under pressure with ability to manage ambiguityA leader who understands that health and safety always comes firstStrong integrity, ethical judgement, and commitment to transparencyCollaborative leader who builds trust and motivates diverse teamsANGOKA is an Equal Opportunity Employer.
