Programme/Project Manager – Utilities TOM + EnergyCAP Implementation – Contract (6 months) – Outside IR35 - £650 - £720/dayA fast-growing, PE-backed real estate operator is building an in-house, technology-led utilities capability across electricity, gas, water and renewables. The mandate for the Programme Manager: transition from an outsourced provider to a scalable, data-driven operation that controls cost, improves data quality, and enables growth. You’ll lead the first major phase: implementing a new Target Operating Model and deploying EnergyCAP.What the Programme Manager will lead:Programme setup and delivery: Define structure, governance, RAID, and clear workstreams to deliver TOM + EnergyCAP from a high-level business caseStakeholder alignment: Work closely with Utilities, Finance, Data, and Tech leadership; manage vendors; run effective steerco and exec updatesPlanning and mobilisation: Detailed plans, milestones, critical path, resourcing, reporting; keep a low-maturity environment on trackProcess and change: Map and embed new processes; drive adoption; ensure a clean handover to BAUData migration: Oversee extraction, cleansing, migration, validation; demonstrate past success managing operational data/system transitionsTesting to go-live: Coordinate config, UAT, training, cutover, and early-life support; ensure measurable operational improvementsPerformance and risks: Track KPIs (invoice validation, recharge efficiency, data completeness), manage risks/issues, and drive continuous improvementWhat the Programme Manager will bringStrong programme-level delivery in complex transformations; comfortable as a “team of one” without PMO supportDemonstrable Target Operating Model (TOM) experience: designing and implementing TOMs, including process mapping, governance design, and operational handoverUtilities/energy/facilities background is a plus; adjacent infrastructure/real estate experience is transferableSaaS implementation experience (EnergyCAP or similar) and hands-on data migration, systems integration, and user trainingSolid grasp of utilities operations, billing, data management, and regulatory considerations (can be learned quickly if adjacent experience is strong)Proven change management, stakeholder influence, and vendor managementConfident, pragmatic, and able to push back constructively; strategic but happy to get into the detailCertifications (PRINCE2/PMP/Agile) desirableWhy this roleHigh-impact, must-do programme with executive sponsorshipFreedom to shape the programme structure and governanceImmediate, tangible value: cost control, data mastery, and scalable operationsProgramme/Project Manager – Utilities TOM + EnergyCAP Implementation – Contract (6 months) – Outside IR35 - £650 - £720/day
