OverviewThis role is responsible for the operational and technical management of fire safety on behalf of the Estates and Facilities Division and the Trust. Working for the Senior Fire Safety Officer, the post will support and undertake all aspects of fire safety management required to ensure that the Trust is fully compliant with the FireCode (HTM 05-02); the Fire Strategy of the Trust and support all other divisions within Estates and Facilities, such as policy and procedure development. The key areas of responsibility include fire safety audits and risk assessments; training; evacuation procedures and fire compartmentation. ResponsibilitiesCommunication and Relationship Skills: Work with the Senior Fire Officer, Specialist Consultants and all staff to ensure compliance with the FireCode (HTM 05-02) and associated fire legislation; ensure training is up to date, recorded and reported; prepare written reports for governance meetings as required. Provide operational leadership in fire safety and technical fire detection device management; liaise with key stakeholders, the Fire Service and other specialists to develop plans of action during emergencies; ensure clear instructions to contractors and compliance with Trust policies; represent the Trust on internal and external forums as required; negotiate and obtain agreements within the organisation and with external bodies. Knowledge, Training & Experience: Apply specialist knowledge on fire safety management and advise on Fire Safety policy and legislation (e.g., Regulatory Reform (Fire Safety) Order 2005) compliance; undertake comprehensive fire risk assessments including fire compartmentation, warning systems, means of escape, evacuation and PEEP; advise on fire ventilation and suppression systems; lead fire safety maintenance and upgrade processes; support fire wardens and marshalls. Planning & Organisational Skills: Plan fire risk assessments, ensure training matches operational and legislative needs, support contingencies with risk assessments and permit to work systems; provide technical support to Capital Projects and Estate Strategy; ensure statutory compliance with NHS standards and organisational policies; work with considerable independence within professional parameters; prepare technical reports for committees and governance. Qualifications and ExperienceEssential Fire Safety Postgraduate Diploma or equivalent experience demonstrating specialist knowledge in fire safety management. Experience of undertaking fire risk assessments. Experience working across organisational boundaries; extensive experience in management and delivery of fire safety, fire precautions and prevention; ability to analyse complex data to ensure Trust compliance. Strong communication, leadership and organisational skills; project and budget management experience; ability to work with clinical staff and ensure quality service. Desirable Membership of a professional organisation (e.g., Institute of Fire Engineers, IFPO) and IOSH Managing Safely or equivalent. NHS experience in fire management; experience in senior roles; experience of financial management and working in politically sensitive environments. KnowledgeKnowledge and understanding of Fire Legislation (Regulatory Reform (Fire Safety) Order 2005); formulation of a Fire Strategy and related compliance; effective team building and ability to communicate with internal and external stakeholders; project and budget management experience.
